No AI Guardrails From the Trump–Xi Summit: In a Fragmented Rulebook, Governance Falls to Enterprises

·5 min read
Connection networks over the globe

The US and Chinese leaders met in Washington on September 24, with Taiwan, trade and AI on the agenda. But the AI news people were waiting for didn't come: President Trump said plainly that he didn't expect any moves toward AI guardrails at the summit.

What was said at the summit

  • Trump said superintelligence would come up but that he wanted to 'leave it exactly where it is', adding that this is also China's position.
  • In Trump's view the US 'guardrail' on AI is the Department of Justice; the administration holds that existing safeguards are sufficient.
  • Earlier, Treasury Secretary Bessent said the two countries had discussed a protocol to keep powerful AI models away from nonstate actors, and ways to warn each other about AI incidents that pose national-security risks.
  • The concrete outcome was on trade: the two sides extended their trade truce by two months, to January 10, 2027.

A fragmented rule map

A global AI agreement looks distant. Instead, rules are being written piece by piece: the EU AI Act became applicable on August 2, 2026, US states like California passed their own transparency laws, and in Türkiye the KVKK sets the data side. A company operating in several countries faces different obligations for the same AI system.

What it means for enterprises

Waiting for an agreement between governments isn't a strategy. Which data goes to which model, which outputs are logged and which agent runs with what authority are the company's own responsibility today. Being able to update policy in one place as regulation changes is the most practical defense against a fragmented rulebook.

The remot angle

Rather than scattering governance across applications, remot gathers it in a single orchestration layer: routing by region and data type, masking, logging and permission policies are defined in one place. When a new rule arrives, you update the policy once instead of changing every application.
